At the St. Clair Catholic District School Board (SCCDSB), accessibility is more than a legal requirement under the AODA; it is a core part of our mission to "Learn Together Today, Transforming Tomorrow." As we implement our 2026–2030 Strategic Plan, accessibility remains the foundation of our work in faith, student achievement, and well-being. We believe that recognizing the dignity of every student and staff member requires moving beyond basic accommodations toward true inclusion.

The purpose of the Ontarians with Disabilities Act, 2001 (ODA) is to improve opportunities for people with disabilities and to provide for their involvement in the identification, removal and prevention of barriers and to promote their full participation in the life of the province. The ODA requires each school board to prepare an annual accessibility plan; to consult with people with disabilities in the preparation of this plan and to make the plan public. As a result, the St. Clair Catholic District School Board has been developing annual accessibility plans.

The Accessibility for Ontarians with Disabilities Act, 2005 (the “AODA”) is a Provincial Act with the purpose of developing, implementing and enforcing accessibility standards to make the province accessible for all people with disabilities by 2025. Since 2005, two regulations outlining accessibility standards have been made under the AODA. The first regulation was the Accessibility Standards for Customer Service (O. Reg. 429/07). The second was the Integrated Accessibility Standards Regulation (O. Reg.191/11) (IASR). One of the requirements of the IASR is to develop, implement and maintain a multi-year accessibility plan to outline strategies to prevent and remove barriers and meet the requirements of the IASR.

This Accessibility Plan is developed in accordance with the Integration Accessibility Standards Regulation under the Accessibility for Ontarians with Disabilities Act, 2005. It incorporates the intentions of the Board to meet its obligations under the Ontarians with Disabilities Act, 2001. The Plan describes the measures that the Board has taken in the past as well as measures that will be taken over the four year period from 2026-2030 to identify, remove and prevent barriers to people with disabilities who work, learn and participate in the School Board community and environment including students, staff, parents and guardians, volunteers and visitors to the Board and its schools.

This plan:

  1. Describes the process by which the St. Clair Catholic District School Board will identify, remove and prevent barriers.
  2. Reviews recent efforts at the St. Clair Catholic District School Board to remove and prevent barriers.
  3. Describes the measures the St. Clair Catholic District School Board will take to identify, remove and prevent barriers;
  4. Makes a commitment to provide an annual status report on the Board’s implementation of the accessibility plan;
  5. Makes a commitment to review and update the accessibility plan at least once every 5 years;
  6. Describes how the St. Clair Catholic District School Board will make this accessibility plan available to the public.

The Director of Education has authorized the Accessibility Working Group to review and update the Multi-Year Accessibility Plan that will enable the St. Clair Catholic District School Board to meet these commitments. 

The St. Clair Catholic District School Board is committed to:

  • Maintaining an Accessibility Working Group;

  • Continuing the process of consulting with the Special Education Advisory Committee and with persons with disabilities;

  • Ensuring, wherever practicable, that Board policies, procedures and practices are consistent with the principles of accessibility and inclusive/universal design. The Accessibility Working Group will provide input re: accessibility issues, where appropriate, with regard to new policies and procedures and to those under review;

  • Improving access including, but not limited to, facilities, IT services, policies, programs, practices and services for students, staff, parents/guardians, volunteers and members of the community. Consideration of ongoing identification of barriers will be the responsibility of the Accessibility Working Group and will, wherever practicable, be incorporated in the multi-year plan.

The St. Clair Catholic District School Board was created January 1, 1998 as the result of amalgamation of the former Kent and Lambton County Roman Catholic Separate School Boards.  

Our Believe, Achieve, and Accompany framework guides how we serve 9,350 students across 24 schools. 

To accompany our students means moving past physical fixes, like ramps, to ensure that those with disabilities are fully included in our community. We are committed to using our resources to remove physical, digital, and social barriers, ensuring every student has the opportunity to reach their full potential.

A barrier is anything that prevents a person with a disability from fully participating in all aspects of society because of their disability.

  • Architectural barriers may result from the original design of the building, shape of rooms, size of doorways, or width of hallways, for example.

  • Physical barriers refer to objects added to the environment, such as doors, windows, elevators, furniture, bathroom hardware, etc.

  • Information or communication barriers make it difficult for people to receive or send information. For example, a person with a visual disability may not be able to read print materials, read signs, locate landmarks, or see a hazard. A person with an intellectual disability may not understand information that is not expressed in plain language.

  • Attitudinal barriers refer to persons who do not know how to communicate with people with disabilities, or persons who display discriminatory behaviours.

  • Technology barriers refer to devices such as computers, telephones, inadequate or inappropriate assistive technologies.

  • Systemic barriers can result from an organization’s policies, practices and protocols if they restrict persons with disabilities.

Through the annual accessibility plan status report process implemented under the Ontarians with Disabilities Act, 2001, the St. Clair Catholic District School Board’s programming, policies and practices have been assessed to ensure continuous improvement in accessibility. This process will continue through the establishment of a multi-year accessibility plan which places particular emphasis on the provisions of the regulations made under the AODA with regard to customer service, information and communications, employment and school transportation.

Initiatives at the local level and system wide address accessibility issues and hence identify, remove and prevent barriers to people with disabilities. Accessibility initiatives are addressed through the various departments, including but not limited to: Planning and Facilities, Special Education, Mental Health and Wellbeing, Health and Safety, and Human Resources.

The Integrated Accessibility Standards Regulation 191/11 filed in June, 2011 pursuant to the Accessibility for Ontarians with Disabilities Act, 2005 identified specific requirements to achieve accessibility in the areas of:

  • Information and Communications

  • Employment

  • Transportation

These requirements build on the Accessibility Standards for Customer Service which came into force in 2007.  St. Clair Catholic District School Board intends, through this Multi-year Accessibility Plan for the period 2026-2030, to take action to address barriers to accessibility related to the Standards areas of current Regulations. This is in addition to ongoing work the Board is undertaking with regard to identification and removal of barriers in the Board’s physical environment.

Customer Service

St. Clair Catholic District School Board will continue to strengthen its commitment to accessible customer service by ensuring that all interactions with students, families, staff, and the broader community are inclusive, respectful, and responsive to diverse needs. The Board will review and refine customer service practices, policies, and training to align with current accessibility standards and best practices, with a focus on building staff capacity to effectively support individuals with disabilities. Efforts will include enhancing awareness of accessible communication methods, supports, and feedback processes; increasing the availability and usability of accessible formats and communication supports; and ensuring that physical and digital service environments are barrier-free. The Board will also continue to gather and respond to feedback, identify and address systemic barriers, and collaborate with key interest-holders to promote a culture of accessibility, dignity, and equitable access to all services.

Information and Communication 

The SCCDSB website has recently been updated and is compliant with the Web Content Accessibility Guidelines 2.0, and this is an ongoing commitment. All school websites have added an Accessibility Section at the bottom of the page.  The Information Technology Services (ITS) department continues to investigate intranet features.

The ITS is committed to ensuring that computer systems are easily accessible for all students and staff.  The Board’s wireless network in schools has been augmented to ensure reliable and consistent access for an increased number of devices. 

In order to provide a continuity of support for all students, particularly exceptional learners, Read & Write for Google Chrome is available for use at school and home.  This program is accessed through the student’s SCCDSB account. Exceptional learners are also supported through the use of assistive and adaptive equipment and programs. Every student who receives a Special Equipment Amount (SEA) device receives training from school personnel. The Program Resource Teachers as well as the Itinerant Assistive Technology Support Teacher continue to provide additional training to Classroom Teachers and students, specifically with Read and Write for Google Chrome.  Many training sessions were offered, and professional development modules were delivered and made available to all staff to build capacity.

SCCDSB will continue to enhance its digital and information environments by ensuring that all communication platforms and educational resources are inclusive for all users. The Board will prioritize the ongoing refinement of web accessibility standards, the investigation of inclusive intranet features, and the expansion of assistive technology integration to support equitable learning outcomes. Efforts will focus on building staff capacity through targeted professional development, streamlining the delivery of accessible formats and communication supports, and leveraging innovative technologies to eliminate barriers to information for students, staff, and the broader community. 

Employment 

St. Clair Catholic District School Board is committed to ensuring that people with disabilities have the same opportunity of access to services and employment. The Board will continue to support the accommodation of candidates throughout the recruitment process and employees across the full employment cycle. This commitment will be advanced through the ongoing review and updating of Human Resources policies and procedures to align with current accessibility legislation and best practices. The Board will enhance training for administrators and supervisors on accommodation, inclusive hiring, and supporting employees with disabilities, while strengthening processes for documenting and tracking accommodations and return-to-work programs to ensure consistency and compliance. Accessibility considerations will be further embedded into digital HR systems, recruitment platforms, and onboarding processes. In addition, the Board will improve communication and awareness of available support, conduct periodic reviews to identify and remove systemic barriers, and continue to collaborate with unions, and employees to foster an inclusive and accessible workplace.

Transportation 

CLASS (Chatham-Kent Lambton Administrative School Services) is responsible for the provision of safe, accessible, and efficient transportation services to eligible students at the St. Clair Catholic District School Board. The Board is fully supportive of integrated accessible student transportation services for all students where it is safe and practical to do so. Where feasible, 

students with identified special education needs are transported on school buses alongside their peers to promote inclusion.

To ensure the safety and dignity of all riders, the Board and CLASS maintain the following supports:

  • In collaboration with parents, guardians, and school staff, individualized school transportation plans are developed for students with disabilities, detailing specific assistance requirements and equipment needs.

  • Specialized emergency evacuation procedures are established for students with disabilities to ensure their safety, should evacuation be required during transit.

  • Transportation providers receive ongoing training regarding disability awareness, the safe operation of accessible equipment (such as ramps and securement systems), and appropriate boarding assistance.

SCCDSB, in partnership with CLASS, will continue to enhance the accessibility of student transportation by ensuring that individual needs are proactively identified and supported through inclusive and safe transit solutions. The Board will regularly review and refine transportation policies and individualized plans to align with evolving accessibility standards, focusing on the seamless integration of students with disabilities into regular transit whenever possible. Future efforts will include strengthening communication between families, schools, and transportation providers to ensure that specialized equipment, boarding assistance, and emergency protocols are consistently implemented, while also ensuring that all transportation-related information and schedules are available in accessible formats upon request.

Architectural

The 2024 Ontario Building Code, which came into effect on January 1, 2025,  updates Section 

3.8 “Barrier-Free Design” to enhance alignment with AODA Design of Public Spaces Standards for new construction and renovations. The Facility Services Department is committed to continually addressing barriers in Board buildings, and ensuring that new facilities and renovations are designed to comply with or exceed the Ontario Building Code requirements for accessibility. For this reporting period, the Board will focus on accessibility projects such as installation of tracking systems, introduction of automated door openers, widening of narrow interior and doors, upgrade of universal washroom facilities, and improvements for accessible outdoor play. Projects completed annually will be reported in the Annual Accessibility Status Report. 

The St. Clair Catholic District School Board will continue to prioritize the creation of barrier-free physical environments by integrating universal design principles into all new construction, facility renewals, and maintenance projects. The Board will systematically identify and remove physical barriers within its schools and administrative buildings, ensuring that interior spaces, outdoor play areas, and path of travel requirements meet or exceed current provincial 

accessibility standards. Future efforts will focus on enhancing the functionality of specialized facilities, such as universal washrooms, while collaborating with stakeholders to ensure that our built environments foster independence, safety, and a sense of belonging for all students, staff, and visitors. 

The Accessibility Working Group will meet as required during the year to review progress and evaluate the effectiveness of implementation of barrier-removal and prevention strategies and to plan for increased accessibility throughout the Board.

The Accessibility Working Group will ensure that in respect of the Accessibility Plan the following steps take place:

(a) An annual status report on the progress of the measures taken to implement the plan is prepared.

(b) At least once every 5 years the plan is reviewed and updated in consultation with persons with disabilities.

In addition to the public availability of the plan (as referenced earlier) the St. Clair Catholic District School Board will post an annual status report on the progress of the Multi-year Accessibility Plan on the Board’s website. The Board will accommodate requests for accessible formats of the Plan.
