Joint Health & Safety Committee
The St. Clair Catholic District School Board operates their Joint and Health Safety Committee as a multi-site central committee as defined by section 9 of the Occupational Health and Safety Act.Â
The committee is comprised of twenty-two members, eleven members representing management and eleven members representing workers. The committee meets once every six weeks during the school year to proactively address Health and Safety Issues within the Board. The worker members are organized as such that they are responsible to be âMentorsâ of a school / site.  Worker members are required visit their mentor schools at least twice per year.
Each school/site has a worker representative and a management representative who are responsible for conducting worksite inspections on a monthly basis and assisting with any Health and Safety concerns within the school.Â

- C. Coene inquired about reportable incidents and if a copy of the full incident report and SSIR are submitted to WSIB.
- L. Burden advised that the Board completes the WSIB Form 7 that contains a condensed version of incident, mechanism of injury and areas of injury with information from the employeeâs report. The employee receives a copy of Form 7 and completes Form 6 in which the employee inputs their version of the incident/injury. The physician completes Form 8. For more complex claims there is communication with WSIB adjudicator if more information is required.

- B. Breault commented that there were several incidents involving the same student on same day in November where employees were hit multiple times and questioned at what point is the student removed to not prevent further incidents.
- S. Orrange shared that incidents may involve JK students and when parents are contacted, they may not be able to come right away. Schools work to protect staff as best as they can until the student leaves.
- J. Wright offered information regarding the incidents and shared items not reflected in the reports including modified schedule, breaks, and early pick up. He shared that these reports were from two incidents.
- B. Breault inquired about a threshold of incidents before a student is sent home.
- R. Forgie shared that she is contacted by EAâs who are struggling with the students due to the incidents. Supports are in place, but staff are still getting hurt. When can schedules be adjusted to a modified day.
- S. Orrange shared that administrators navigate this balance every day. Families are navigating students at home as well, and we try to support and find a balance. We try to support students to come to school and must consider and attempt everything before exclusion. Schools move the EAâs around, so they arenât getting hurt each day.
- R. Forgie commented that EAs are getting hurt and coming back with accommodations. Principals must juggle schedules to figure out where they can put them. Some call in sick, others have accommodations and it is hard to figure it all out.
- Discussion regarding the process of how EAs are assigned to specific students and how it is a collaborative effort with staff involved.

- B. Breault shared a comparison from last year to this year and that we are seeing more reports. He shared that the numbers are an under representation of what is happening. He questioned what can be done as we are not seeing tangible change.
- J. Duff shared that he spoke with Superintendent of Education J. Morrow and that several of our colleagues are doing a multitude of different strategies across the board. He asked if the committee would benefit from having different groups of our staff share current strategies. Several committee members approved this idea.
- D. Ostropolec inquired about our efforts to support parents since we send students home to dysregulated households. He works with students, and some come from dysregulation. He inquired about a developing a pilot for a school where we directly support families and give them the tools they need to be successful. We work to make situations better for students, but staff donât have time to work directly with parents.
- S. Lucier agreed and shared that we supply students with resources but not parents. She inquired about a group to share ideas.
- J. Duff advised that the purpose of bringing staff to the committee is to better understand what is occurring in our schools. He advised that he would take the comment about parents back to L. Brush and J. Morrow. Discussion regarding notification to parents when something occurs and privacy and confidentiality of students involved.
- S. Orrange shared that there is debriefing done in a classroom when an incident happens, and the parents of students who are hurt are notified.
- M. Roop shared that this is a serious situation in all school boards. He asked if there is a provincial group working with the Ministry of Education. He also shared that parents could go to their local MP.
- S. Orrange shared that there is an organization of Special Educators and Superintendents who come together with community agencies.
- J. Duff shared that there is a provincial health and safety working group but unaware of this groupâs recent discussions and objectives.
- Discussion regarding the number of incidents reported by Principals and how they come into the situation after it is escalated. Incident reports from Principals are assigned to L. Burden and she investigates with them and completes that section.

- J. Duff shared that the committee discussed âno injuryâ last year and how it means âno WSIB injuryâ, and the committee agreed to hide that column. It was brought up at the November meeting that âno injuryâ is still showing on the reports in the summary totals at the bottom of each month
- Since these reports are only for the committee, and with the understanding that âno injuryâ means âno WSIB injuryâ, the committee agreed to keep the summary totals.
- Aggression vs Violence - J. Duff
- J. Duff followed up on this discussion from the previous meeting. On the incident form, there is a place to click âWorkplace Violenceâ and the form includes definitions of workplace violence
- J. Duff shared that the Board's use of the term âaggressionâ is connected to reporting for SBCI. Employees select workplace violence when identifying the type of incident and can select aggression or other subcategories further into the report.
- B. Breault commented that the term aggression is a legacy term and has been around for a while, but these incidents are workplace violence.
- L. Burden shared that when we went online for incident reporting, we were very intentional to use the term workplace violence, as this term is a legislative requirement and aggression is subcategory.
- Month-over-Month Trends - J. Duff
- J. Duff provided an update that while HRS does not intend to create more charts, we would take last year's total chart and share it with group each meeting..
- SAM Accessibility Concern Update - D. Srokosz
- D. Srokosz provided an update and confirmed the school and outside area was recently built and meets compliance with all codes. A review of this area could be considered, and subject to available capital funds.
- S. Lucier inquired how long until a review could occur.
- E. Barrington shared that once an item is on the list, it will be reviewed and get ranked and then they decide which projects will get done.
- L. Burden inquired if there were cut outs available at SAM currently.
- S. Lucier confirmed that there are two already but not one near the staff entrance.
- SSIR Update - J. Duff
- J. Duff shared an update that the intent of SSIR is for staff to notify admin of an incident and that admin are not expected to submit an SSIR to direct themselves to investigate.

- J. Duff shared that a message was sent to admin that if they need more keys and FOBs at their buildings to follow the process with Facility Services.

L. Burden advised that the Board recently launched the Slip, Trips & Falls Winter Safety Campaign. - Child Safety Locks â S. Lucier
- S. Lucier shared her concern regarding the magnetic locks that are on classroom doors. She shared wording from Boardâs Corporate Guidelines on Child Safety Lock Compliance with Fire Codes that childproof locks on doors compromise fire safety, and she doesnât feel that the locks are safe and there are other locks being put on the gates. If people are in a rush to get out quickly, they may not be able to get out safely.
- D. Ostropolec shared that he has been stuck in rooms with locks on them and had to ask for help to get out.
- E. Barrington shared that from a risk perspective if you have more than one door you have a mitigating route to exit, and the coat room door should be used for their fire route anyway. If there is only one door, then no child lock for sure.
- S. Lucier shared that during their last fire drill, the fire was in coat room.
- E. Barrington advised that in a real emergency, you must find another way out.
- S. Lucier inquired if there is another lock that could be used.
- E. Barrington advised for the gate outside, you are out of building and have a few moments to get the gate open. She inquired if S. Lucier has looked at other door locks and what other options are available. She encouraged her to investigate this.

- C. Coene inquired about the date range in this report (Oct 2024-April 2025) and why additional months were not available.
- J. Duff confirmed that if the committee hasnât seen the inspection notes yet, all items will be included in agenda item #10, and for those previously seen, this report only shows outstanding work orders on agenda item #9.
- J. Duff confirmed that the report did not show the month of May since no inspections were outstanding in May, but we will adjust the reports going forward.

- D. Srokosz shared that the new chair lift was installed in July, approved by TSSA in August.
- R. Chortos advised that they are finalizing the install for the new sink for the custodian on the lower level by next summer.
- Employee Personal Information Update - J. Duff
- J. Duff provided an update on principals requesting personal information from staff for emergencies purposes at the beginning of the school year. This item was brought to administrators in August with the recommendation to request staff complete a survey.
- Occupational Health and Safety Posting Updates/Checklists to Reps - L. Burden
- L. Burden provided an update on the new posting requirements. This information was shared with site-based reps and the committee. She resent the checklist to reps to confirm everything is posted and requested copies of the completed checklist be sent back.
- Order from Ministry Posting Timeline Update - L. Burden
- L. Burden provided an update on posting requirements on orders from the ministry. Per Section 57(10) and 59(3) of the OHSA, orders must be posted immediately upon receipt and remain posted for at least 14 days following submission of compliance to Ministry of Labour.
- Codes and Terminology Used in Schools Update - S. Orrange
- S. Orrange confirmed with many schools that the terms used are all the same, and secondary uses what is in their emergency binders and staff are aware. They have all been reminded to clearly state what is happening in the building.
- J. Zimmer inquired how often are PA system checked at UCC and shared that they ran into an emergency, and the PA system was not working to get a code called.
- D. Srokosz advised that they have been relying on the schools to do that check but that it was recently identified as something that needs to be addressed and tightened up.
- B. Breault shared that this topic is primarily for casual staff and to make sure they know what is being called as some schools still have their own local terminology.
- S. Orrange shared that in speaking with Jen Morrow, it is important to say what is happening such as âkeep doors closedâ and âstudents stay in rooms until all clearâ.
- Scheduling Drills Update - E. Barrington or L. Burden
- L. Burden provided an update if there is a way to track and send reminders for drills at each location. Currently schools track fire drills in the eBase inspection system, but the system does not provide reminders.
- E. Barrington confirmed if we use logs in eBase, the system doesnât provide a reminder count down.
- Ministry Reporting on Violence - J. Duff
- J. Duff provided an update on the process for Ministry reporting. A review is conducted twice a year with Special Education, HRS and Planning Services and the results are submitted through ONSIS. A review of incidents is conducted to determine if the incident meets the criteria. In 2022-23 there was 8 but following a Ministry audit the number was increased to 13. In 2023-24 there were 17 and 2024-25 there were 26.
- J. Duff shared that he could report this information to the committee annually.
- C. Coene inquired about the 26 incidents from last year and asked when reading the reports, how does he know if any incidents on report are included in that 26.
- J. Duff advised that some incidents may not come to the committee as the incident may not involve an employee.
- C. Coene commented that according to PPM120 there should be a SSIR completed and that there is a section on the principal section that this incident would be deemed as violent. He shared the expectation that all staff complete the SSIR.
- C. Coene asked if a principal witnessed student vs. student and the incident resulted in a suspension, should the principal complete an SSIR.
- J. Duff shared that the SSIR is for staff to complete as a notification to the principal that they witnessed the incident and believe the incident warrants a suspension or expulsion. Since the purpose of the SSIR is to alert the principal, if the principal witnesses the incident themselves, they donât need to alert themselves as they are aware of it.
- J. Duff confirmed he would review.
- Stair Lift at St. Peter Canisius - D. Srokosz

- Onsite Rep Training - L. Burden (this item was deferred after agenda items 12.2 to 12.7
were discussed)
- L. Burden shared four (4) videos with onsite reps and JHSC members on the following topics- Internal Responsibility System, Hazard vs. Risk, Conducting Inspections and Hierarchy of Controls.
- Work Refusal - L. Burden
- L. Burden provided information on a work refusal that occurred on September 10 at involving an employee and student at SHPL. D. Geroux and L. Burden investigated, and actions taken to successfully resolve the matter
- C. Coene asked for new members, at what point does MOL get called..
- L. Burdan advised that after the investigation and meeting with the worker if they declined and deemed it not safe then MOL would be called, go into stage 2
- UCC Mould Remediation & Asbestos Abatement - L. Burden
- L. Burden confirmed that mould remediation and asbestos abatement occurred over the summer. The committee previously received the air quality test results.
- Violence in our schools âCUPEâs Violence Campaignâ - R. Forgie
- R. Forgie shared that CUPE has a âItâs not part of our jobsâ campaign and that there is a petition to send to the government including pictures of injuries. She commented that there is an understaffing of EAâs in the province and increase in violence in schools. Also, staff are getting hurt but may not be reporting.
- R. Forgie discussed a recent incident involving the bus in which an EA and bus driver were hurt by a student. Understanding that all students are included but we need to consider the other students, and some students may need to be removed from the classroom. We need solutions or we are going to lose EAâs which will impact the students that need them.
- R. Forgie shared that she is seeking signatures for the petition and that staff are at a breaking point, and we need real solutions, so employees are not off, on WSIB, injured, or stuck in a bus fearing for their safety.
- J. Duff thanked R. Forgie for sharing the provincial campaign and advised that this matter is complex and requires a multitude of strategies. He shared that the Board is working through revised estimates with the intention of funding additional resources.
- M. Roop shared that he sympathizes with the situation and inquired if any EAâs have specific solutions to help the situations.
- R. Forgie shared that EAâs have some solutions but no funding to implement them. They do BMS training and are doing what they are supposed to be doing.
- C. Coene shared that he fully supports CUPE campaign, this is an underfunding issue and this needs to be shared.
- B. Breault agreed and that EAâs are most impacted. He has met with new teachers, and many believe violence is just a part of what happens in teaching, and this shouldnât be what is expected.
- Bleachers at St. Patrickâs â R. Forgie
- R. Forgie inquired about the bleachers at St. Patrickâs as they are heavy and require two custodians to move.
- L. Burden confirmed she followed up with Facilities and that the new bleachers take longer to put up but are only used a few times a year. There was training provided with safe operating instructions. There is communication between Facilities and the school for extra staff assigned to the school to assist when bleachers are required. Facilities is working on safe operating procedures as well.
- R. Chortos shared that there are also internal discussions at Facilities, and if there is a shortage of custodial staff to support, they will provide maintenance staff to assist. If further investigation is required, they will go down that path.
- Keys for Occasional Staff- B. Breault
- B. Breault discussed keys for occasional staff and while the process of distributing keys has improved, there was an occasion where a high number of staff were absent due to a funeral and there were not enough keys available.
- E. Barrington shared that they are testing lockdown magnets. The door can be always closed but not locked, and staff just need to pull the magnet to lock the door. There has been success with the testing at schools with the new door frames, but not as successful at other schools with older door frames.
- D. Morrison shared that his school has a system that works well but may not address the situation described. He confirmed that his school has never been close to running out of keys and confirmed that keys and FOBs are connected to sticks and the secretary tracks the distribution process.
- J. Wright shared that they have a similar system at his school. He confirmed his school has many keys, but some days it gets close to running out as they share with lunch supervisors.
- J. Duff advised that offering too many keys in the system was previously a concern when the keys opened exterior doors, but keys only operate on internal doors now.
- R. Chortos shared that since 2021 all exterior doors are now a FOB system. If there is a need for additional keys, Facilities can look at that based on percentage of classrooms.
- B. Watterworth asked if there is a threshold or actual number keys required at each school.
- D. Srokosz shared that in the past, Facilities relied on schools to submit a work order if they need more keys.
- C. Coene inquired about the specific situation at the school with the funeral and the number of keys and occasional staff that day.
- J. Duff shared that he would review and get back to the committee.
- RAAC Update- C. Coene
- C. Coene shared that RAAC was discussed last year. OECTA was provided an update on school renewal funding, and in Appendix B, there was a monetary amount for the Board.
- R. Chortos confirmed that RAAC is Reinforced Autoclaved Aerated Concrete which is a product installed in the 1960âs. We have one location with RAAC â Sacred Heart Port Lambton. There are semi-annual reviews of the 2,500 sq. ft. area of the roof. Facilities intends to remove RAAC within the next 4-5 years.
- R. Chortos confirmed there was two different forms of funding - accessibility and RAAC. The Board did receive accessibility funding, but not RAAC. They can proceed without the funding and intend to replace this area with a steel deck in the summer of 2026 pending approval/final costs.

- Call to Order - Dave Geroux called the meeting to order at 9:01 a.m.
- Land Acknowledgement and Opening Prayer - The committee opened the meeting with the land acknowledgement and a prayer.

- C. Coene inquired about increases in incidents at St. Matthew and St. Philip.
- J. Morrow shared that St. Matthew had an increase with one student having many incidents.

- D. Solinas commented that on graph 6 âAggression YTDâ only shows 21 schools, and the remaining schools did not have any acts of aggression.
- J. Morrow confirmed that schools have students with medical or physical needs, but they are not violent.
- D. Solinas commented that it is just surprising as one school has over 600 students but there has not been a violent incident.

âNo Injuryâ Report Comment - J. Duff
- J. Duff advised that âNo Injuryâ comment has been removed.
- C. Coene commented that the change is positive and will make the reports easier to read. He inquired if an employee has an injury and gets their own band-aid, would this be recorded as first aid.
- L. Burden confirmed that first aid is identified when administered by an ERT member.

Stair Lift at St. Peter Canisius - D. Srokosz
- D. Srokosz shared an update that the installation of the chair lift is scheduled for July. He confirmed that a second cart was added to the lower level for custodial use and that a plan to add a custodial room on the lower level has been added to capital priorities for next year.

Employee Personal Information Update - J. Duff
- J. Duff provided an update on the process when administration collects personal info from staff for emergency contacts. The Board will review this process to avoid staff sharing info with other staff and provide direction to administrators in August.
- T. Johnson shared that she uses a Google survey to maintain confidentiality and uses this process to obtain information about staff allergies.

Freedom from Harassment and Discrimination Policy Review - J. Duff
- J. Duff shared the policy for the annual review and advised of recent draft changes. Due to Bill 190 Working for Workers Five Act, 2024, the definition of Workplace Harassment and Workplace Sexual Harassment under the Occupational Health and Safety Act was updated to include virtual/social media. Therefore, the definitions under the policy and procedure have been updated.
- J. Duff confirmed communication to staff on this change will be sent out in June and next school year.
- S. DeGurse inquired about the process if staff believe they are being harassed by someone on social media.
- J. Duff advised that the process is the same if staff believe they are being harassed in person or virtually. Staff would report the matter to their administrator and review the steps for resolution in the procedure. Based on severity of the matter, HRS may need to conduct a formal investigation
- C. Coene asked if the Boardâs policy only applies to employees or others outside of the Board.
- J. Duff advised that the policy only applies to staff and offered other strategies if a staff member is harassed by someone outside of the Board, including working with administration, a cease-and-desist letter or no trespass order.
- C. Coene shared that PPM128 applies to all individuals, including parents, staff, students.

Summer Workplace Inspections - L. Burden
- L. Burden shared that as per past practice, she will email 10-month Health and Safety reps to inquire if they wish to complete the summer inspections and she will work with Facility Services to develop a summer inspections schedule.

Occupational Health and Safety Posting Updates - L. Burden
- L. Burden shared that Bill 190 included several updates to Occupational Health and Safety Act. One change is the posting requirements for worksiteâs health and safety bulletin boards. Employment Standards posters were removed but provided to all new hires. All other required postings are posted virtually to be more easily accessible for staff. They have been posted in one place on the Board website, but we are also keeping on health and safety boards and staff rooms. The âWSIB in case of injuryâ poster was updated, and copies will be sent to all site reps to post. Checklist will be shared with all onsite reps and Committee members.
- D. Portelance inquired if each site will continue to get an updated green book.
- L. Burden confirmed that each location will continue to get green books, and all reps have updated copies.
- C. Coene inquired if the Board gets an order from the Ministry, is there a suggested timeline that it needs to be posted.
- L. Burden advised that she would investigate.

2025/26 JHSC Meeting Dates - J. Duff
- J. Duff shared that the Committee would likely continue to meet the same months next year, but certain weeks have conflicts with provincial committee meetings. He requested that members consider alternate Fridays of the month and advise about scheduling conflicts. He would subsequently work with Co-Chairs to finalized dates.
- T. Johnson inquired if the Committee could avoid Fridays due to unfilled vacancies.
- J. Duff advised that he is not opposed to other dates, but his starting point is looking at Fridays first and then possibly other days of the week.
- E. Barrington shared her experience in Facilities that onsite reps attending on Friday is difficult to find coverage.
- J. Duff advised that there is consideration of onsite reps attending virtually but some still may need to be replaced.

Work Refusal at St. Angela Merici - L. Burden
- L. Burden provided confidential information regarding a work refusal at St. Angela Merici that occurred in June. This refusal involved an EA and a student with suspected bed bugs. The work refusal process was followed, and the matter was resolved.

Codes and Terminology Used in Schools - B. Breault
- B. Breault commented that codes/terminology for dysregulated student in hallways varies as schools use different codes. He confirmed this is not related to formal lockdowns, hold and secure or shelter in place processes. He asked how casual/itinerant staff are supposed to know what school specific terms mean such as nesting.
- J. Morrow shared that the Board previously sent communication out on this matter. Schools were directed to use clear statements such as lock doors or donât use this hallway. We may need to revisit.
- C. Coene shared that it is difficult in Secondary. Due to large spaces, codes arenât the same at each location. Different schools use different teams based on the code/incident.
- R. Hare shared that universal codes could be applicable and clear but students figure out the codes.
- J. Zimmer shared his experience is that there are approximately three different codes staff should know and those could be provided to daily OTâs so they are aware.
- D. Srokosz shared that he supports this idea, so Facilities staff are also aware.
- S. Orrange shared that common language would support external community partners in the building.
- J. Duff advised he will discuss with J. Morrow and S. Orrange will review.

Lockdown Drills - J. Zimmer
- J. Zimmer inquired about the timing of drills and what direction is provided to administration.
- E. Barrington shared that in the Emergency Preparedness Plan, there should be 2 lockdown drills and 3 fire drills each semester/half of year.
- D. Portelance shared that they schedule drills at inconvenient times of the day or block primary exits to force people to use secondary exits.
- E. Barrington shared there is language in the Plan about scheduling drills at various times, but not about blocking exits, and agreed itâs a good practice to do this. She will review and remind administrators about this.
- S. DeGurse inquired if drills could be part of the monthly inspection in eBase.
- L. Burden indicated that she would review eBase, but drills could also be tracked in a different manner.
- B. Watterworth shared that at some schools, administration will block an exit or pull a student to ensure everything is being checked and that these practices are ideal.
- R. Hare shared an experience of an actual fire alert occurring just before period 4, which caused confusion about whether students should report to period 3 or period 4, allowing administration to reflect and learn from it.
- B. Breault shared an experience in which the fire alarm went off five minutes before the bell and students questioned whether they could retrieve backpacks before meeting outside.
- D. Portelance shared an experience in which students were outside on the hill because they didnât know where to report, and that this uncertainty strengthens drills and reinforces what to do.
- J. Duff agreed that schools should embrace drills at inconvenient times and determine how to handle these situations.
